The KSTP was founded on September 6, 2002 in cooperation of Klaipeda University and the Ministry of Economy of The Republic of Lithuania (Ministry of the Economy and Innovation of the Republic of Lithuania - since 2019). The first reconstructed building of KSTP was officially opened on January 16, 2004, and the second stage of reconstruction was finished on July 7, 2005.
The Park was founded in the former premises of the Russian army division with tank sheds and a swimming pool for Soviet army soldiers.
